If it is intended that these details are to be provided for (as probably they best would be) by Ordinances to be issued by the Superintendent and Legislative Council of Hongkong, then we think it would be better that it should be so stated on the face of this Order in Council.

In the Order in Council as it is now drawn it is provided that Her Majesty's Consuls and Vice Consuls resident within the said dominion, or such other persons appointed to act as Consul or Vice Consul shall have and hold all necessary power and authority, but we understand that it is not intended that this power is to be exercised jointly by the Consuls and Vice Consuls, but by one of them in the absence of the other, or that either of these Officers should have any precedence except in the particular jurisdiction.
